Appropriates $4,223,072.00 to the Mississippi State Board of Pharmacy for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes 20 permanent positions with restrictions on salary increases and personal services spending that cannot exceed fiscal year 2024 appropriations without legislative approval.

Establishes performance targets including 100% of licenses issued within 10 business days, 100% of renewals within 2 business days, resolution of written complaints within 6 months, and 100% registration of physicians, APRNs, and pharmacists to the Prescription Monitoring Program.

Authorizes $300,000.00 for relocation and furnishing of the Board's office and up to $500,000.00 in budget escalation for compliance examinations and regulatory oversight under the Pharmacy Benefit Prompt Pay Act.

Allows the Board to accept and expend funds from other state agencies for the Prescription Monitoring Program operations.
