Appropriates $276,716.00 in special funds to the Mississippi State Board of Examiners for Licensed Professional Counselors for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes 2 permanent positions and 0 time-limited positions for the board.

Prohibits use of appropriated general funds to replace withdrawn federal or special funds previously used for authorized salaries.

Requires the board to maintain accounting and personnel records in the same format and detail as fiscal year 2023, and to submit fiscal year 2025 budget requests in comparable format and detail.

Directs the board to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids on price, quality, and service.
