Appropriates $369,868.00 from special funds in the state treasury to the Mississippi Motor Vehicle Commission for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes 3 permanent positions and 0 time-limited positions for the commission.

Requires the agency to ensure fiscal year 2025 personal services funds do not exceed fiscal year 2024 appropriations unless new programs or positions are added by the legislature.

Directs the Mississippi Industries for the Blind to receive preference in competitive bidding when all bid terms are equal, and preference in non-competitive purchases.

Mandates the State Treasurer pay appropriated funds upon warrants issued by the State Fiscal Officer and prohibits state agencies from incurring obligations exceeding their appropriation.
