Appropriates $3,111,321 from the State General Fund for the Governor's Office, staff, and Governor's Mansion operations for fiscal year 2024 (July 1, 2023 - June 30, 2024)

Appropriates an additional $646,265 from Special Funds for Executive Department expenses during the same fiscal year

Authorizes a total headcount of 46 positions: 39 permanent and 7 time-limited

Requires Mississippi Industries for the Blind to receive preference in purchasing decisions when bids are equal in price, quality, and service

Mandates the Executive Department maintain complete accounting and personnel records in the same format as Fiscal Year 2023
