Senate Bill 3045 Summary

• Appropriates $26,440,476.00 from the State General Fund to the Mississippi Department of Information Technology Services (DITS) for fiscal year 2024 (July 1, 2023 – June 30, 2024).

• Appropriates $25,252,878.00 from special funds to DITS for providing telecommunication services, data center services, and information technology services to state agencies, with an authorized permanent headcount of 127 positions.

• Appropriates $11,352,814.00 from the State General Fund and $11,000,000.00 from special funds to the Wireless Communication Commission for fiscal year 2024, with an authorized permanent headcount of 10 positions.

• Allocates $11,000,000.00 from the Capital Expense Fund for completion of the statewide refurbishment of the Mississippi Wireless Information Network (MSWIN) system and reappropriates $3,904,644.00 in unexpended Capital Expense Fund balances from the prior fiscal year for the same purpose.

• Authorizes the Executive Director of Information Technology Services to transfer up to $750,000.00 to the ITS Revolving Fund to address cash flow problems, with funds to be returned to the State General Fund before the fiscal year ends.
