Appropriates $21,639,332.00 from the State General Fund and $164,341,510.00 from the State Treasury to the Mississippi Development Authority for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes 183 permanent positions and 44 time-limited positions; restricts salary increases and requires compliance with State Personnel Board guidelines and projected payroll costs.

Allocates specific funds for tourism advertising ($4,876,298.00), welcome centers ($800,000.00), heritage areas ($200,000.00), Innovate Mississippi ($1,000,000.00), and Mississippi Main Street Association ($500,000.00).

Establishes performance targets for economic development activities including national recruitment contacts (1,000), international investment contracts (1,800), new jobs from global contacts (3,000), and tourist visitors (26,000,000).

Reappropriates $776,633.00 from the Gulf Coast Restoration Fund and $246,431.00 from the Capital Expense Fund for administrative expenses and Air Service Development; authorizes up to $10,000,000.00 in fund escalations and $81,105,000.00 from the Triple Crown Project Fund.
