Appropriates $13,253,565.00 from the State General Fund and $17,420,640.00 from special source funds to the Secretary of State for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes 96 permanent positions and 12 time-limited positions; restricts salary increases to new hires only unless new funds are available, and prohibits using general funds to replace withdrawn federal or special funds.

Allocates $1,000,000.00 specifically for cybersecurity and election integrity expenses, $500,000.00 for voting system bond payments, and $6,536,207.00 in reappropriated capital funds for voting modernization.

Directs $1,750,000.00 from the Land Records Maintenance Fund for local government distributions, $4,215,393.00 from the Elections Support Fund for voting equipment and training, and $11,455,247.00 from the Public Trust Tidelands Fund to be transferred to the Department of Marine Resources.

Establishes performance targets for fiscal year 2024 including 95% customer phone call answer rate for business services, 82,000,000 website visits, and selling 2,000 tax-forfeited properties; requires reporting on achievement of targets in the fiscal year 2025 budget request.
