Appropriates $6,280,736 to the State Treasurer's Office for fiscal year 2024 (July 1, 2023 - June 30, 2024) from special funds in the State Treasury.

Authorizes 37 permanent positions for the office with restrictions on salary increases and personnel actions unless new funds are secured.

Appropriates $35,000,000 for the Mississippi Prepaid Affordable College Tuition Program and $150,000 for the Education Improvement Trust Fund No. 3219.

Allocates funds among three programs: Mississippi Prepaid Affordable College Tuition ($1,854,655), Mississippi Affordable College Savings ($177,860), and Treasury Office Support ($4,248,221).

Prohibits use of appropriated funds for attorney fees or hiring relatives within the third degree, and requires preference for Mississippi Industries for the Blind in purchasing decisions.
