Reappropriates $58.69 million to the Office of Workforce Development (Department of Employment Security) for FY2024 workforce development programs authorized in HB 1517 (2022).

Reappropriates $445 million to the Department of Environmental Quality to administer the Mississippi Municipality and County Water Infrastructure Grant Program for water infrastructure projects.

Reappropriates $300 million to the State Department of Health for the ARPA Rural Water Associations Infrastructure Grant Program for rural water system improvements.

Reappropriates funds totaling over $1.2 billion across multiple state agencies for FY2024 (July 1, 2023 – June 30, 2024) from Coronavirus State Fiscal Recovery Funds for purposes including mental health services ($98.85 million), capital projects ($216.81 million), child protection services ($57.6 million), and various other COVID-19 pandemic response programs.

Requires agencies to certify compliance with U.S. Treasury guidelines for fund usage and mandates that any funds determined by federal inspectors general to have been spent improperly must be repaid by the responsible agency or recipient to the State for federal repayment.
