Deletes the provision requiring the Tunica County Utility District (formerly Robinsonville-Commerce Utility District) to be subject to rate regulation by the Mississippi Public Service Commission.

The district retains authority to fix, maintain, collect and revise rates and charges for services without Public Service Commission review or approval.

The district no longer needs to obtain a certificate of convenience and public necessity from the Mississippi Public Service Commission for operation of water and/or sewer systems.

All other provisions of the 1996 law establishing the district and its powers remain unchanged, including governance structure, bonding authority, and service areas.
