Appropriates $28,000,000 from the Coronavirus State Fiscal Recovery Fund to the Office of Workforce Development, with the Department of Employment Security as fiscal agent, for the period from passage through June 30, 2024.

Allocates $25,000,000 for the Accelerate Mississippi Workforce Development Program, wrap-around services grants for community college and workforce training participants, the ARPA Nurse/Allied Health Workforce Development and Retention Act, and departmental monitoring, evaluation, and administrative fees.

Allocates $3,000,000 for the Accelerate Mississippi Physician Residency and Fellowship Start-Up Grant Program.

Requires the Department of Employment Security to verify all expenditures comply with federal ARPA guidelines and Section 602 of the Social Security Act before disbursing funds, and prohibits use of funds for employee premium payments.

Establishes that any funds determined by federal inspectors general to have been improperly expended must be repaid by the responsible department or recipient to the State of Mississippi for federal repayment.
