Appropriates $41,000,000 from the Coronavirus State Fiscal Recovery Fund to the Department of Environmental Quality for administering the Mississippi Municipality and County Water Infrastructure (MCWI) Grant Program from passage through June 30, 2024.

Prohibits appropriated funds from being used to pay employee premium payments.

Requires the Department of Environmental Quality to determine that each reimbursement is eligible under federal American Rescue Plan Act guidelines and that recipients have not received duplicate reimbursement from other sources.

Mandates the department certify to the Department of Finance and Administration that all expenditures comply with U.S. Department of Treasury guidelines for Coronavirus State Fiscal Recovery Fund use.

Requires the department or recipients to repay Mississippi any funds determined by federal Inspectors General to have been improperly expended, for repayment to the federal government.
