Appropriates $75,000,000 from the Coronavirus State Fiscal Recovery Fund to the Department of Health for the ARPA Rural Water Associations Infrastructure Grant Program from passage through June 30, 2024.

Requires the Department of Health to determine that all reimbursements are eligible under Section 602 of the federal Social Security Act as implemented by ARPA and that recipients have not received reimbursement from other sources before disbursing funds.

Mandates the Department of Health comply with the Single Audit Act and federal Uniform Guidance requirements regarding internal controls, sub-recipient monitoring, and audit requirements.

Prohibits use of appropriated funds to pay employee premium payments and requires the department to certify all expenditures comply with U.S. Department of Treasury guidelines for Coronavirus State Fiscal Recovery Fund usage.

Requires recipients or the department to repay Mississippi if federal inspectors determine funds were spent improperly and the state must repay the federal government.
