Appropriates $30,000,000 from the Coronavirus State Fiscal Recovery Fund to the Department of Finance and Administration - Office of Insurance to reimburse the State and School Employees' Life and Health Insurance Plan for eligible COVID-related expenses

Covers eligible expenses incurred on or after March 3, 2021, through the final expenditure date determined by the U.S. Treasury, with the appropriation period ending June 30, 2024

Prohibits use of funds for employee premium payments and requires the department to verify each expense qualifies under ARPA guidelines before disbursement

Requires certification that all expenditures comply with U.S. Treasury rules and mandates compliance with federal Single Audit Act requirements for internal controls and sub-recipient monitoring

Holds the department or any recipient liable to repay the State of Mississippi if federal inspectors determine funds were used improperly and repayment to the federal government is required
