Appropriates $42,919,505 from the Coronavirus State Fiscal Recovery Fund to the Department of Finance and Administration Bureau of Building, Grounds, and Real Property Management for capital projects at state-owned buildings through June 30, 2024

Allocates $33,919,505 for state-owned buildings as deemed necessary by DFA, $7,000,000 for state park improvements due to increased use and tourism promotion, and $2,000,000 for the Mississippi Emergency Management Agency

Defines eligible capital projects to include clean water and drinking water infrastructure, lead remediation, stormwater infrastructure, ventilation improvements, COVID-19 mitigation measures, and congregate living facility improvements

Requires the department to prioritize drinking water, wastewater, and stormwater infrastructure investments when selecting projects

Prohibits use of funds for employee premium payments and requires annual reporting to the Joint Legislative Budget Committee on project allocations, expenditures, and status by October 1 each year
