Appropriates $83,000,000 from the Coronavirus State Fiscal Recovery Fund to the Department of Health for the Mississippi Hospital Sustainability Grant Program established under Senate Bill 2372 for the period from passage through June 30, 2024.

Requires the Department of Health to verify that all reimbursements are for necessary expenditures eligible under Section 602 of the Social Security Act as amended by the American Rescue Plan Act of 2021 and that recipients have not received duplicate reimbursement from other sources.

Mandates the Department of Health certify all expenditures comply with United States Department of the Treasury guidelines for Coronavirus State Fiscal Recovery Fund use and establish internal controls per the Single Audit Act and Uniform Guidance.

Establishes that if federal inspectors determine improper use of funds, the Department of Health or recipient responsible for the improper expenditure must repay the State of Mississippi for federal reimbursement obligations.

Prohibits use of appropriated funds to pay employee premium payments and requires State Treasurer to disburse funds upon warrants issued by the State Fiscal Officer.
