Authorizes the Kemper County Board of Supervisors to expand the Kemper County Gas District into the Kemper County Utility District, with authority to provide additional utility services including drinking water, storm water, wastewater, and sewerage

Grants the district broad powers including acquiring property through purchase or eminent domain, entering franchise agreements, issuing revenue bonds up to $10 million, and establishing rates and fees for services

Prohibits the district from providing utility services in areas where another entity already holds a certificate of public convenience and necessity from the Public Service Commission

Establishes a process for existing utility providers to voluntarily transfer their certificates of public convenience and necessity, assets, and debts to the district through Public Service Commission approval

Allows the Kemper County Board of Supervisors to dissolve the district's Board of Commissioners and assume full operational control with a supermajority vote (4 of 5 supervisors) and 30 days advance notice
