Authorizes the City of Olive Branch to acquire, buy, sell, lease, and dispose of real property within designated industrial, technological, or educational parks located in specific sections of Township 1 South, Range 5 West

Permits the city to develop infrastructure including streets, roads, water systems, sewerage, natural gas, drainage, pollution control, and utility distribution systems to support industrial, technological, and educational park complexes

Allows the governing authorities to negotiate and execute transactions with private businesses, governmental entities, and educational institutions (including Northwest Mississippi Community College and DeSoto County School District) without requiring appraisals or public bidding

Authorizes lease agreements for terms up to 99 years that remain binding on successor city boards

Empowers the city to issue general obligation bonds, revenue bonds, tax increment financing bonds, or special assessment bonds, and to accept grants and donations to fund project costs
