Expresses Mississippi's profound regret for the state's role in creating an environment that led to the murder of 14-year-old Emmett Till on August 28, 1955.

Apologizes for Mississippi's part in the acquittal of Till's murderers and offers deepest sympathy to his family for the deprivation of his life, human dignity, and constitutional protections.

Encourages remembrance and teaching of Emmett Till's death and Civil Rights history to ensure such tragedies are neither forgotten nor repeated.

Specifies the resolution shall not be used as a basis for any litigation.

Directs distribution of the resolution to Mississippi state-elected officials, university commissioners, NAACP Mississippi Chapter, and Southern Christian Leadership Conference Mississippi Chapter.
