Requires initiative sponsors to identify revenue sources and funding impacts in the initiative text, and mandates the Chief Legislative Budget Officer prepare fiscal analyses appearing on the ballot.

Limits initiatives to five per ballot, requires 40% of total votes cast plus a majority approval to pass, allows the Legislature four months to adopt or amend initiatives before they go to voters, and exempts approved initiatives from gubernatorial veto.
