Mourns the passing of Alben N. (Al) Hopkins, Sr., Major General MSARNG (Ret.), who died on February 12, 2023, and was Chairman of the Mississippi Gaming Commission in his third term.

Commends Hopkins' military service as Assistant Adjutant General of the Mississippi National Guard, retiring with the rank of Major General effective March 5, 1996.

Recognizes Hopkins' legal career, including founding his law firm Hopkins, Barvi & Hopkins in 1977 in Gulfport and serving 13 years as Chief Judge of the Court of Military Appeals.

Acknowledges his extensive civic involvement on the Gulf Coast, including leadership roles with the Girl Scouts, Boy Scouts, American Heart Association, Delta State University Foundation, and Harrison County Tourism Commission.

Expresses condolences to his surviving family, including his wife of 59 years Johna Ruth Hopkins, son Norris Hopkins, grandson Carter Houston Hopkins, and sister Lana Moss.
