Amends Senate Rule 65 to allow removal of Rules Committee members representing congressional districts by a three-fourths vote of Senators from that district.

Requires each congressional district caucus to hold organizational meetings and elect a chairman and vice chairman, with meetings callable by the chairman or majority request.

Maintains the Rules Committee composition of the President (non-voting), President Pro Tempore, and four Senators with at least four years of service, one from each congressional district.

Preserves all existing Rules Committee duties including control of Senate space, staff assignments, employee oversight, salary authority, and travel reimbursement.
