Expresses Senate support for the federal "Ending the HIV Epidemic (EHE) Initiative" launched in 2019, which aims to reduce new HIV infections by 90% by 2030 through four pillars: Diagnose, Treat, Prevent, and Respond

Recognizes the importance of pre-exposure prophylaxis (PrEP) medications in HIV prevention and notes disparities in PrEP access among African American and Hispanic populations

Calls for educating all healthcare providers on PrEP value and availability, and for enforcing Affordable Care Act requirements that preventive services be available at zero cost under private insurance

Encourages state policymakers to implement policies supporting open access to all FDA-approved HIV medications and HIV-related healthcare services

Directs the resolution be transmitted to the Mississippi Commissioner of Insurance and made available to the Capitol Press Corps
