Creates the "Safeguarding Teens from Out-of-State (STOP) Act" making it a felony to procure an abortion or abortion-inducing drugs for a minor girl, or aid in the procurement by harboring or transporting a minor with intent to conceal the abortion from parents.

Establishes penalties of 20 years to life in prison, or fines between $50,000 and $500,000, or both for violations of the act.

Specifies that it is not an affirmative defense that the abortion occurred in another state, but parental or guardian consent to harboring or transporting a minor is an affirmative defense.

Provides civil remedies including actual and punitive damages, injunctive relief, and reasonable attorney's fees for violations; exempts minor girls from both criminal and civil liability.

Takes effect July 1, 2024; allows the Legislature to appoint members to intervene in any constitutional challenge to the act.
