Establishes the Paramedics Recruitment and Retention Scholarship Program administered by the Office of Workforce Development, with the Mississippi Department of Employment Security serving as fiscal agent.

Provides grants covering full cost of tuition, fees, books, uniforms, and National Registry Paramedic examination fees for qualified applicants to attend accredited paramedic programs.

Requires grant recipients to be certified EMTs, possess accredited paramedic program prerequisites, and commit to serving as paramedics in Mississippi for three continuous years.

Recipients who fail to meet service obligations must repay grant amounts with interest at the maximum rate allowed by Mississippi law or federal discount rate plus 5% annually, whichever is less; no repayment required during involuntary active military duty.

Authorizes Office of Workforce Development to establish dual-credit or dual-enrollment paramedic training agreements with secondary schools for students at least 17 years old, with certification exam eligibility beginning at age 18.
