Expands the prohibition on tobacco products to include alternative nicotine products on educational property, and changes the violation from "adult" to "person" to broaden applicability.

Increases penalties for using tobacco or alternative nicotine products on educational property: second conviction fine raised from $75 to $200, and subsequent convictions from $150 to $500.

Increases penalties for selling or furnishing alternative nicotine products to minors under 21: first offense fine increased from $250 to $500, second offense from $500 to $1,000, and third or subsequent offense from $1,000 to $3,000.

Requires age verification for alternative nicotine product sales by examining government-issued photo identification for individuals appearing under 27 years old, or using third-party age verification for remote sales.

Brings forward Section 37-9-71 regarding school superintendent and principal authority to suspend or expel students for misconduct, with due process hearing rights for suspensions exceeding 10 days or expulsions; effective July 1, 2024.
