Creates new Section 93-17-206 to allow adoptees age 24 or older to request and receive an uncertified copy of their original birth certificate from the Bureau of Vital Records, regardless of any affidavit prohibiting disclosure.

Requires the Bureau to prepare a contact preference form that birth parents may file indicating whether they want to be contacted by the adoptee, prefer contact only through an intermediary, or prefer not to be contacted.

Mandates the Bureau release any filed contact preference form to an adoptee when issuing a copy of the original birth certificate, even if a prohibition affidavit exists.

Amends Section 93-17-205 to require contact preference forms be maintained in the centralized adoption records file and placed with the original birth certificate in locked storage.

Takes effect July 1, 2024.
