MS HB1031

Amends Section 7-7-3 of the Mississippi Code to require the administrator of the Mississippi Management and Reporting System Revolving Fund to submit an annual report on or before January 15 of each year to the chairs of the Appropriations Committees and the Accountability, Efficiency and Transparency Committees of the House and Senate detailing current and future purchasing needs.

Establishes the Mississippi Management and Reporting System Revolving Fund within the State Treasury to develop and maintain an executive information system including accounting systems, human resource/payroll systems, and performance data for state agencies.

Authorizes the Bond Commission to grant a noninterest-bearing loan to the Revolving Fund from the State Treasurer's General Fund/Special Fund Pool in an amount not to exceed $15,000,000.

Requires state agencies to implement the Mississippi Management and Reporting System (MMRS) unless exempted by the MMRS Steering Committee and establishes a repayment schedule for agencies to return implementation costs to the fund.

Takes effect July 1, 2024.
