Amends Section 19-5-9 of Mississippi Code to allow counties to opt out of statewide permitting requirements for construction in unincorporated areas within 60 days of the act's effective date through board of supervisors resolution.

Maintains existing requirement that counties requiring permits must include on permit face the contractor's material purchase certificate number or Taxpayer Identification Number and contractor's license or certificate of responsibility number.

Exempts farm buildings and farm structures from permitting requirements unless required under the Federal Flood Disaster Protection Act of 1973.

Applies to all counties in the state unless they affirmatively choose not to be subject to the permitting requirements by adopting a resolution within 60 days.

Takes effect July 1, 2024.
