Amends Section 27-104-231 to revise the "Deficit Appropriation Prevention Act" and require state agencies to avoid operating in a manner that necessitates additional, deficit, or supplemental appropriations.

Requires state agencies to notify the Governor, Lieutenant Governor, Speaker of the House, and chairs of House and Senate Appropriations Committees within 15 days of determining they will need additional funding, using a standardized request form developed by the Legislative Budget Office and Department of Finance and Administration.

Mandates the standardized request form include a description of the need, explanation of why existing appropriations are insufficient, impact of disapproval, a plan to avoid or limit deficits, and a detailed listing of all authorized funds with appropriated amounts, expenditures to date, and current cash balances.

Requires the Legislative Budget Office and Department of Finance and Administration to approve, recommend changes to, or create new plans based on agency submissions to avoid or limit the need for additional appropriations.

Takes effect July 1, 2024.
