Establishes licensure and regulation of adult residential treatment facilities and adult supportive residential facilities by the State Department of Mental Health, with the State Board of Mental Health adopting rules for facility requirements, staffing, and operational standards.

Makes it unlawful to own or operate an adult mental health facility without obtaining a license from the department; authorizes the department to suspend, revoke licenses, or impose fines for violations.

Adds mental health services provided by licensed adult residential treatment facilities and adult supportive residential facilities to Medicaid coverage with initial fee schedules of $88/day (basic supportive living), $160/day (enhanced supportive living), $290/day (medically fragile), and $314.82/day (adult residential treatment).

Directs the Division of Medicaid to apply for a federal waiver to implement Medicaid coverage of these facility services.

Extends the repeal date of Section 43-13-117 from July 1, 2024 to July 1, 2028.
