Prohibits persons age 16 and older from intentionally releasing or discarding balloons made of nonbiodegradable or nonphotodegradable materials, or materials requiring more than five minutes to degrade in air or water.

Establishes a fine of $25 per balloon released or discarded, payable to the Mississippi Outdoor Stewardship Trust Fund.

Holds persons age 16 and older liable for fines if they arrange for or instruct a person under 16 to release a balloon.

Exempts balloons released by state or federal agencies for scientific or meteorological purposes and hot air balloons that are recovered after launch.

Defines "hot air balloon" as an aircraft consisting of a heated air or gas-filled bag with a suspended basket or container carrying passengers and a heat source.

Takes effect July 1, 2024.
