Declares that parents have a fundamental right to direct the upbringing, education, care, custody and control of their children, consistent with U.S. Supreme Court precedent.

Prohibits any state agency or officer, or any subdivision agency or officer, from infringing on parental fundamental rights except when narrowly tailored to serve a compelling governmental interest by the least restrictive means.

Recognizes the liberty interest protected by the due process clause includes parental rights to direct children's education, upbringing, care and control.

Effective July 1, 2024.
