Adds definitions for "locate request ticket" (electronic document from Mississippi 811, Inc.) and "trenchless excavation" (horizontal excavation parallel to earth surface, including directional boring and tunneling).

Requires excavators to pre-mark proposed excavation area boundaries with white paint, flags, or stakes before notifying Mississippi 811, Inc., unless area can be defined by street address or geographical description.

Limits excavation notifications to areas reasonably completable within 14 calendar days from ticket entry into Mississippi 811, Inc. system and prohibits including areas where excavation is already completed; violations apply to both initial and renewal locate requests.

Restricts power-driven equipment use for trenchless excavation (including directional drilling) across or within marked utility line locations unless excavator uses noninvasive methods like hand digging or vacuum excavation to expose the path and monitor the device's location.

Requires excavators conducting trenchless excavation parallel to marked utility lines to use noninvasive methods at careful and prudent intervals to identify actual underground facility locations when reasonably practical.
