Amends Section 83-9-5 of Mississippi Code to clarify the definition and requirements for "clean claims" in health insurance policy claims processing.

Requires insurers to provide written lists of required information and documentation needed to deem a claim "clean" upon request, and insurers must then be bound to those lists.

Establishes payment deadlines of 25 days for electronic claims and 35 days for paper claims when submitted as clean claims, with resubmitted claims to be paid within 20 days.

Imposes administrative penalties on insurers based on compliance rates: up to $10,000 for 85-95% compliance, $10,000-$100,000 for 50-85% compliance, and $100,000-$200,000 for less than 50% compliance with clean claim payment requirements.

Authorizes the Insurance Commissioner to adopt rules and regulations to ensure compliance with clean claim requirements and written agreements between insurers and providers regarding claim payment timelines.
