Allows vehicle owners to reclaim their vehicle during towing by paying one-half of the posted towing rate and receiving a signed detailed receipt.

Requires property owners to post warning signs meeting specific requirements (2-4 inch letters, light-reflective, placed at driveway access within 5 feet of public right-of-way) before towing unauthorized vehicles from private property, with exceptions for single-family residences and when personal notice is given.

Mandates towing companies display company name, address, and phone number on vehicles (3-inch letters minimum for name), maintain $1,000,000 general liability insurance, attend annual certified training, carry valid business license, and not be owned by convicted felons.

Requires vehicles or vessels be released during regular business hours with a signed receipt, allows owner inspection before accepting return without mandatory liability waivers, and limits charges to reasonable posted rates.

Makes persons who improperly cause vehicle removal liable for removal, transportation, storage costs, damages, attorney's fees, and court costs; effective July 1, 2024.
