Creates the "Electronic Recording of Custodial Interrogations Act" requiring all custodial interrogations in places of detention to be electronically recorded (audio, video, and/or digital) from the advice of rights through the end of the interview.

Establishes 10 exceptions to the recording requirement including routine booking, interviews before courts, equipment malfunction, exigent circumstances, and interviews where suspects agree not to be recorded or consult with lawyers beforehand.

Mandates specific jury instructions if prosecutors introduce unrecorded interrogations without establishing a valid exception, instructing jurors to give special attention to the reliability of law enforcement testimony about what was said.

Requires law enforcement agencies to preserve electronic recordings with identifying information until all appeals and post-conviction proceedings are final, or until statutes of limitations expire for prosecution.

Directs the Department of Public Safety to provide grants to local law enforcement for recording equipment and to establish training programs on electronic recording methods for officers and recruits; effective July 1, 2024.
