Prohibits the Governor or state agency executive directors from returning federal funds to the federal government if a demonstrable need still exists for those funds in the designated program or purpose, unless federal law requires return of the funds.

Defines "federal funds" as money provided to Mississippi by the federal government under exclusive control of the Governor or state agency executive director without requiring legislative appropriation.

Grants the Attorney General authority to determine whether a demonstrable need still exists for federal funds in a program or purpose.

Allows transfer of federal funds to nonprofit entities or other nongovernmental entities to administer programs if the Governor or executive director determines they can better administer the program and if allowed by federal law and regulations.

Takes effect July 1, 2024.
