Directs the Department of Revenue to deposit utility tax revenues into the Public Utilities Staff Regulation Fund to cover Public Utilities Staff expenses, proportional to legislative appropriations for the staff.

Clarifies that the Public Utilities Staff Regulation Fund is separate from the State General Fund and that only revenues not credited to the Public Utilities Staff Regulation Fund go to the General Fund.

Amends the Mississippi Budget Transparency and Simplification Act to exclude the Public Utilities Staff Regulation Fund from the list of state agencies funded by General Fund appropriation.

Specifies that the Public Service Commission shall not charge other state agencies fees for services or resources under this section.

Takes effect July 1, 2024.
