HB1118 Summary

• Expands the definition of "roof system" to include roof framing and roof ventilation systems in addition to existing components.

• Increases the cancellation period for roof repair contracts from 3 to 5 business days and prohibits residential roofing contractors from requiring payment until the cancellation period expires.

• Prohibits residential roofing contractors from representing property owners on insurance claims, receiving payments from attorneys for claim referrals, or paying/rebating insurance deductibles as inducements.

• Establishes requirements for post-loss assignments to roofing contractors, including itemized work descriptions, cost breakdowns, and a notice that work descriptions have not been agreed to by the insurer.

• Makes residential roofing contractors subject to disciplinary action by the State Board of Contractors for violations of the Insurance Benefits Roofing Repair Consumer Protection Act; effective July 1, 2024.
