Authorizes the Mississippi Transportation Commission to transfer a parcel of land adjacent to the Old Highway 63 Chickasawhay River Bridge in Greene County to the Board of Supervisors, consisting of approximately 9.78 acres, to be returned to local tax rolls as surplus property.

Allows the City of Marks to purchase the State's interest in the "Marks Community Park" property located at the southwest quadrant of the intersection of State Highways 3 and 6 for fair market value.

Restricts both transferred properties from future use as junkyards or for billboards and outdoor advertising, with limited exceptions for sale/lease or principal activity signage.

Preserves all mineral rights for the State of Mississippi on both parcels and allows utility owners to maintain existing utilities without relocation requirements.

Requires the City of Marks to pay any survey expenses and authorizes MDOT to correct discrepancies in property legal descriptions.
