Extends the repeal date of amended Section 25-61-5 from July 1, 2024 to July 1, 2027.

Brings forward Section 25-61-9 regarding trade secrets and confidential commercial information, clarifying that procurement contract provisions including commodities, services, unit prices, and contract terms are not protected as trade secrets and must be available for public inspection.

Requires parties seeking protective orders for state agency procurement contracts to post notice and reasons on the Mississippi procurement portal for at least seven days before filing in court, with potential five-year bidding restrictions for violations.
