Authorizes the Commissioner of Insurance to adopt rules and regulations examining and addressing inequalities or irregularities in provider reimbursement rates paid by insurers, subcontractors, third-party administrators, or other payors during company examinations.

Allows insurers to present evidence justifying any inequality or irregularity in reimbursement rates they have established.

Imposes fines of up to $10,000 per violation for failure to comply with rules and regulations adopted by the Commissioner under this authority.

Exempts Medicaid health plans from these requirements.

Repeals this section on July 1, 2028.
