Authorizes municipal governing authorities to waive or partially waive liens imposed on properties for cleanup costs and penalties related to code violations, but only for new or prospective owners (not the original violator or anyone affiliated with them).

Requires municipalities to adopt a resolution finding that collection is doubtful and that waiving the lien will benefit the municipality by facilitating property development or redevelopment before considering amnesty.

Conditions waiver approval on applicants providing redevelopment plans, recent property appraisals, and proof that the purchase price does not exceed appraised value; cleanup work must have been completed at least one year prior to application.

Establishes timeframes for completing conditions (12 months for demolition, 18 months for reuse/redevelopment) with potential 6-12 month extensions for good cause; owners who sell property without permission or fail to meet conditions must pay the principal lien amount plus 8% annual interest and potentially a $1,500 penalty.

Amends Section 21-19-11 of Mississippi Code to explicitly authorize municipalities to grant full or partial lien waivers under the conditions and requirements specified in the act.
