Authorizes the State Bond Commission to issue general obligation bonds not exceeding $250,000 to assist Dynamic Dyslexia Design; The 3-D School and Evaluation Center with construction costs for a Center for Arts and Athletics building on its campus in Petal, Mississippi.

Creates a special fund designated "2024 Dynamic Dyslexia Design; The 3-D School and Evaluation Center Fund" to receive bond proceeds and disburse funds for the project through the Department of Finance and Administration.

Bonds may mature within 25 years from date of issue, with interest rates not to exceed limits set in Mississippi Code Section 75-17-101, and are backed by the full faith and credit of the State of Mississippi.

Bond proceeds may be used for all costs incurred for the construction project, and any remaining funds shall be applied to pay debt service on the bonds after the project is completed, abandoned, or deemed unable to be completed in a timely fashion.

Authorizes bond issuance only until July 1, 2028, and exempts bonds and their income from all state taxation.
