Authorizes issuance of state general obligation bonds totaling not more than $11,000,000 to assist Southwest Mississippi Community College with campus improvements.

Allocates up to $8,000,000 for construction of a new women's residence hall on the college campus.

Allocates up to $3,000,000 for repair, renovation, upgrading, and improvements to campus buildings, facilities, and infrastructure.

Creates a special fund called the "2024 Southwest Mississippi Community College Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for authorized projects.

Authorizes issuance of bonds with interest rates not to exceed limits in Mississippi Code Section 75-17-101, maturity dates not exceeding 25 years, and requires all bonds to be issued by July 1, 2027.
