Authorizes issuance of state general obligation bonds totaling up to $5,450,000 to fund three stormwater infrastructure projects in Natchez, Mississippi.

Creates "2024 City of Natchez Stormwater Infrastructure Fund" with allocations of $2,550,000 for Roselawn Subdivision project, $1,600,000 for West Stiers Lane project, and $1,300,000 for Concord Avenue project.

Bonds are general obligations backed by full faith and credit of the state, with maturity not to exceed 25 years and interest rates subject to state limits.

Bond proceeds must be used solely for the specified Natchez projects and related issuance costs; any remaining funds after project completion shall be applied to debt service.

No bonds may be issued after July 1, 2028; act takes effect July 1, 2024.
