Creates "Walker's Law" establishing the crime of sexual extortion, defined as intentionally threatening to release, exhibit, or distribute a private image to compel someone to perform acts or provide additional private images or valuables.

Establishes criminal penalties for sexual extortion: up to 5 years imprisonment for first offense, 10 years for second offense, and 15 years for third or subsequent offense.

Creates aggravated sexual extortion charge with a maximum 15-year sentence when the victim is a minor or vulnerable person and the perpetrator is an adult, or when the victim suffers great bodily injury or death caused by the extortion.

Requires youth court to order behavioral health counseling as a sentencing condition for juveniles adjudicated under this law.

Allows prosecution in any county where the communication originated, was made, was received, or where any act furthering the scheme occurred.
