Establishes the "Dr. Elton Mac Huddleston Rural Veterinarians Scholarship Program" at Mississippi State University to provide scholarships to veterinary students who commit to practicing in rural Mississippi communities.

Authorizes scholarships covering in-state tuition for up to 4 years, with an average of 2 scholars annually, administered by the Dean of the College of Veterinary Medicine.

Requires scholarship recipients to become licensed in Mississippi, complete specified coursework in public health and biosecurity, and practice full-time as food supply animal or rural mixed animal veterinarians for a minimum of 4 years in approved rural communities within 90 days of graduation.

Allows the College of Veterinary Medicine to accept gifts, donations, grants, and other funds from any source to support the program and requires annual reporting to the Legislature on scholarship recipients and fund usage.

Permits release from service obligations without penalty for disability, death, or extreme hardship; imposes repayment obligations plus 2% annual interest for those who fail to complete service requirements without just cause; takes effect July 1, 2024.
