Brings forward Section 45-27-9, Mississippi Code of 1972, which establishes requirements for criminal justice agencies to submit arrest information, fingerprints, photographs, and identifying data to the state center.

Requires law enforcement agencies to forward fingerprints and identifying data within 24 hours of arrest, with photos submitted at agency discretion but marked "Photo Available" if not immediately forwarded.

Mandates all law enforcement agencies implement the National Incident-Based Reporting System (NIBRS) and achieve full compliance with Department of Public Safety Criminal Information Center regulations by December 31, 2025.

Requires criminal justice agencies spending more than $5,000 annually on computerized records management or jail management system upgrades to use Department of Justice-approved XML format with no impediments to data sharing between agencies.

Takes effect July 1, 2024.
